Established in 2006, the HHSA is organized into four branches: Behavioral Health & Social Services, Public Health, Economic Mobility, with a centralized Administration Services.

ABOUT THE POSITION Under minimal direction of a program manager, or another staff at equivalent or higher grade, supervise and coordinate the epidemiology, assessment and program evaluation functions for the Health and Human Services Agency (HHSA).
DISTINGUISHING CHARACTERISTICS This single position classification is responsible for overseeing the Epidemiology Unit within the HHSA.
Functions of this unit include epidemiology, community needs assessment for program development and planning, program evaluation, program performance measurement, and consultation on Continuous Quality Improvement (CQI) methodology.
Supervising and coordinating this unit requires knowledge and experience in epidemiological principles and methods, program evaluation, and CQI methods.
This classification is distinguished from the Epidemiologist and Agency Staff Services Analyst positions within the unit in that the latter are responsible for the collection and analysis of data, and this classification is responsible for the oversight of that effort, as well as for the distribution and communication of the analyzed information to internal program staff and leaders as well to the community.

Supervision Incumbent provides scientific, administrative and program direction and leadership.

Conducts employee performance reviews, ensuring the accuracy and quality of work and overall work performance.

Gives advice and counsel to employees and instructs them on both technical and administrative matters.
Resolves complaints from employees; effects minor disciplinary actions; refers major disciplinary issues to the HHSA Human Resources Unit; and identifies developmental needs and arranges for necessary training.
With the program manager, develops and tracks the budget and makes decisions about budgetary issues; makes decisions on work problems presented by staff.

Positions in this classification are covered by a collective bargaining agreement between the County and the Shasta County Employees Association (SCEA).
Employees in this classification are covered under the CalPERS retirement program.
Depending on the provisions of the California Public Employees’ Pension Reform Act (PEPRA) and other applicable laws, an employee in this classification will be covered under one of the following CalPERS retirement formulas: (1) 2% at 55, (2) 2% at 60, or (3) 2% at 62.
An employee in this classification will also contribute up to 9.
50% for SCEA his/her pay to this plan or will contribute such other amount to the plan as authorized by PEPRA and other applicable laws.
